I would say that Persia under the watchful leadership of Darius is one of the strongest and most versatile empires.

The Unique Ability is one of the strongest in game with:
The unique unit, the Immortal is great for early defense or offense with:
Healing at double the rate.
On longer game speeds such as epic and marathon the Immortals can be used to dominate and create a massive classical empire.
The unique building the Satrap is also very versatile:

The versatility of this building is that it can either be used as a nice edition to the amazing tall Persia (golden ages are fabulous for pushing through wonders and the ages), or it can be a FANTASTIC building for domination and liberty games.
However I find it really confusing that it comes at banking in the Renaissance.... as the Persians never made it past the classical age. Although one could argue that they lived in a Persian Renaissance.
So I can see Persia at excelling at three styles of victory:
The unique ability is absolutely fantastic on tall Persian empires.
When a Golden Age is gifted from the heavens, all land which produces at least 1 when worked will produce 1 more, and and generation are increased by 20% in all cities.
This is AMAZING for powering through the policies trees specific for your victory type and amazing for buying off city states or building wonders.
Even if Persia had this UA alone, it would still be a top tier Civilisation for culture, diplomatic and science victories.
The UU the Immortal is not significant for these victory types, but just like Babylon's Bowman it can be used for early defense.
As with the UU, the Satraps Court is also a nice building to have, particularly the 2 however it is not game changing in tall play.
LIBERTY / WIDE PLAY:
A sprawling Persian Empire seeking liberty is the best way to play Persia.
The UU, the Immortal remains a great unit for liberty play either being used to push early or defend early. Remember that the double heal also carries across to Pikemen, so you can get a really great medieval push too.
The dominatrix Persian Empire! Here lies Persia's greatest strength.. The combination of the top-tier UA, the amazing early game Immortal and a gold building is absolutely amazing.
The +1 bonus is for EVERY SINGLE UNIT in the game, meaning all civilians, and every single type of military unit. This movement speed is phenomenal... it can allow you to absolutely blitz an enemy, encircle enemy units and armies, rapidly deploy troops across your sprawling empire and easily siege cities.
This +1 is game-changing in Persia's ability to take cities.. it allows every siege unit to move into position, set up for attack and fire in 1 TURN. As siege units are normally the first unit to be killed by the AI (and always in MP) this bonus is, as I've said, game-changing.
A 10% bonus to all units, while not as game-changing as the MS, is still a really nice buff. This will help ensure that some of their units are killed in one go and may save some of your best units from certain death.
Couple of extra tips:
TIME YOUR GOLDEN AGES so that you can rush a civ and take their capital / several cities throughout the golden age. This means preparing 10-20 turns before hand, building catapults / Immortals / composite bowmen / horsemen.
You should rust the Artists Guild as soon as you can! You should be working those specialists all game long. This will provide enough great artists that you will almost never have natural golden ages.

Putting 1 policy point into Aesthetics (leading to +25% generation of all cultural Great people) is a very viable strategy.. and can be done before you fill out honor / rationalism / commerce. Aesthetics also has 33% culture from cities with wonders and a free golden age, and also can give you an additional free Great Artist.
